Latin for, "blank tablet".

John Locke, in The Essay Concerning Human Understanding, describes the human mind as a “white piece of paper” at birth, empty of ideas or cognitive notions. It is only through sensory experience (or in some cases divine revelation) that we build up the necessary stock of ideas to form knowledge.
